Dr. Tim W. Stout was born April 8, 1960 at Mansfield, Ohio. After graduating from Madison Comprehensive High School in 1978, he attended Free Will Baptist Bible College in Nashville, TN. It is there he met his wife, the former Tobianne Daniel of Paintsville, KY.

They were married in Staffordsville, KY on August 18, 1979. To their family God has blessed with children and grandchildren.

 Sarah and her husband Michael Ellis (Florence, SC).

Tim announced his call to preach at the age of 16 and was licensed to the ministry on his 18th birthday; later ordained on January 13, 1980 by the Cuyahoga-Lorain County Conference of Free Will Baptists in Ohio.

He has served as pastor of churches in West Virginia, North Carolina and Ohio.

 Youth Pastor – Mansfield FWBC – Mansfield, OH (February 1981–November 1981)
 Attended Third St. FWBC – Paintsville, KY (1981-84) while working public work.
 Pastor – Thomas Memorial FWBC – Huntington, WV (April 1984-September 1985)
 Pastor – Mt. Olive FWBC – Mt. Olive, NC (September 1985- February 1990)
 Pastor – White Oak Hill FWBC – Bailey, NC (March 1990-August 1999)
 Pastor – Canaan Land FWBC – Grove City, OH (August 1999-July 2000)
 Pastor – Heritage FWBC – Columbus, OH (July 2000 – present)

Tim has served the Free Will Baptist denomination (Palmer District Association) in North Carolina on the Program Committee, Missions Committee, Nominating Committee, Assistant Moderator and Moderator. He also served as Assistant Moderator and Moderator for the North Carolina Association of Free Will Baptists. He has served as Executive Secretary for the Franklin Conference of Free Will Baptists in Ohio (2002-2005) and was a member of the Ohio State Association of Free Will Baptist Nominating Committee (2002-2003) and Ohio State Free Will Baptists Mission Board (2003-2005; 2009-2016). Tim is a Member of the National Association of Free Will Baptists Home Missions Board (2009-2015). He is also a member of the Capital City Conference in Ohio.

During his pastorates in North Carolina, he was active in radio ministry and hospital chaplaincy programs and received a citation from the Veterans of Foreign Wars for supporting the War Veterans. He is an alumnus of Free Will Baptist Bible College (Nashville, TN) and a Board Member of the Dr. Freddy W. Dutton Evangelism Ministries.

Tim received his honorary doctorate degree from Bethany Divinity College and Seminary in 2011.
